I tweaked this a bit. Any more updates? I'm ready to add this to the
keymaster, as an email to be sent to new members on signup.

There are some sections missing, but the text would already be useful and
waiting until it's perfect might take infinity. I can also include a link
to that wiki url at the bottom of the welcome email so it's discoverable
and is more likely to stay up to date.

To be clear, I'm waiting for some BoD members to say thumbs up. Can this
be done informally on a good faith basis, outside of an official meeting?
A number of people have the skillset and access to turn this off if we
later decide it's a horrible mistake.

I would, of course, edit out the blank sections and make other tasteful
formatting edits in the actual welcome email.

Thank you Michael and others that have contributed. I think it looks nice.
I would add a space between the tools section and the previous section for
clarity. Otherwise, if I was in a position I would say let's run with it.

Thumbs up.

As long as its reversible go ahead, I can't see either Clif or Jher
objecting either. If its good enough for Tanda its good enough.

This got done.

Members now get a welcome email that's a copy/paste of the NewMemberFAQ on
keymaster signup.
